And worst of all, the documents that it produces are ugly as fuck. View a file on your phone? Only with a format-specific viewer. Its deliberate isolation also means that it is increasingly stuck in an offline world - want to preview a file in Gmail? No can do. doc, for example - they would have to actively re-format each file. This also means that any organisation hoping to escape HWP are going have a huge job on their hands updating their templates.
It frustrates portability by persisting with certain pointless formatting features not available in other software which means that whilst you can view an HWP file in MS Word (once you've downloaded a heavyweight converter), you can't rely on it being identical when re-opened in HWP.
It survives by being as closed off and inaccessible as possible (one release of the word processor a few years ago didn't even allow you to copy and paste between it and other applications) whilst relying on the government and major companies to use it as a default.
